(4) THE MINISTER OF AIRCRAFT PRODUCTION suggested

that the reply might be on the lines that if the Chinese Government desired that the terms of the lease of these territories should be re-considered, that was a matter which should be discussed at the Peace Conference.

The War Cabinet:-

Agreed that the Foreign Secretary should have discretion to send a reply to the Chinese Government on the lines of the suggestions made at either (3) or (4) above.
